A review will be carried out following the recent disruption to waste collection services in Uttlesford.
Residents were left with their bins overflowing in late January and early February, after Uttlesford District Council's transport manager left and the vehicle operator licence was not renewed before their replacement was up and running.
A small cross-party group of members will look at the events leading to the disruption, and how the council responded.
They will also consider whether the lessons learned can be applied to other services so residents do not experience similar disruption again.
The group will be joint chaired by Cllr Chris Criscione and Cllr Bianca Donald.
They said: "We know residents and businesses rely on the waste collection service and understand why there has been so much frustration.

"It is important the council learns from this incident – this review will begin the process of identifying improvements in the waste collection and other services to make them more resilient and ensure issues like this do not happen in future."
The first meeting of the group will be held on Tuesday, March 12 at 7.30pm.
It is anticipated a final report will be presented to the scrutiny committee and full council in April.
