The use of landfill will stop within six years as Uttlesford District Council becomes the first local authority to adopt the new 30-year waste strategy for Essex.
The strategy sets out how recycling and waste will be managed in the county for the next 30 years, and how the Essex Waste Partnership will work together to reduce the impact of waste on the environment.
Under the new strategy, residents will be able to reuse and recycle more, while keeping costs down and protecting the environment.
Essex County Council hosted a 10-week pupil consultation on behalf of the partnership last year. More than 4,500 people responded, and their feedback was used to develop a final version.
Cllr Neil Reeve, portfolio holder for environment and climate change, said: "I’m delighted Uttlesford is the first council to adopt the strategy.
"I am particularly pleased with the target to stop using landfill by 2030.

"We must do much more to protect our environment and by working together across the county we can make better use of the resources we have."
The strategy was officially adopted on Tuesday, July 16.
Other councils in the partnership will make decisions on adopting the strategy throughout the summer.
